Jeff Jones has provided expertise in the medical cannabis field to Californians for over fourteen years. He co-founded the Oakland Cannabis Buyers' Cooperative in 1995; and was named defendant in the OCBC Federal Civil case, one of the longest-running medical cannabis cases in history. Jeff also serves on the Board of the Medical Cannabis Association (MCA) and the Green Aid Medical Cannabis Defense Fund. His active involvement with the Patient ID Center (formerly OCBC) has brought him into contact with thousands of medical cannabis patients, professionals and experts.
Jeff and his team opened a second ID Center in Los Angeles, which currently hosts OULA, and re-named the OCBC the Patient ID Center to better reflect both locations. Their mission carries on the tradition of issuing private ID cards and offering patient services such as education and referrals to compassionate provider groups, caregivers and lawyers in California. Jeff also helped establish Alameda County Patient Services, which provides patients and caregivers official State of California Medical Marijuana ID cards in Alameda County, California. With Jeff's assistance, the City of Oakland became the first the U.S. City to contract with medical cannabis providers in 1998, and implemented a program to issue compassionate provider permits in June of 2004.
The Patient ID Center hosts both the weekend and semester courses for Oaksterdam University in Los Angeles. PIDC also issues OU Student I.D. Cards at both Oakland and LA branches during normal business hours, and goes on the road for OU Field Trips to Michigan and North Bay as well!
Jeff Jones recently signed on as a proponent of the Tax and Regulate Cannabis Act of 2010 based on helping medical patients. "Passing this initiative will actually help to protect medical cannabis patients by making them less of a target for law enforcement." With community feedback collected, several individuals came together to pen amendments that specifically ensure the rights of qualified patients; any activities allowed by SB 420 and Prop 215 are protected. www.taxcannabis2010.org
Oaksterdam University has offered a ballot proposal to regulate cannabis similar to alcohol: The Tax and Regulate Cannabis Act (T&R 2010) allows adults 21 years and older to possess and cultivate a small amount of cannabis, and gives local jurisdictions the option to tax and regulate sales and commercial cultivation.

Don Duncan has served on the Board of Directors since he co-founded American for Safe Access (ASA) in 2002. As California Director, he is coordinating the grassroots and “grasstops” campaign to fully implement the state's medical cannabis laws, respond to federal interference, and build a broader and more powerful coalition for medical cannabis in California.
Mr. Duncan's work is instrumental in galvanizing grassroots resistance to federal interference and intimidation, and he plays a key role in seeding local self-regulatory alliances for medical cannabis providers statewide. He works closely with elected officials, law enforcement, collective operators, and community members in local implementation efforts in California cities and counties – including work with the Los Angeles City Council and city staff to write permanent regulations for medical cannabis collectives in that city.
Mr. Duncan led the campaign to adopt legislation to protect patients' employment rights in California in 2008. He also worked with the California Board of Equalization on issues related to sales tax and medical cannabis since 2005, helped craft ASA's input into the California Attorney General's guidelines for medical cannabis in 2008, and coordinated ASA's statewide symposia on medical cannabis collective operation in 2006 and 2007. He is currently working to coordinate strategic support for ASA's Federal Policy Agenda in California – helping to facilitate recent progress in Congress and the Obama Administration.
Mr. Duncan co-founded one of the oldest and most reputable families of medical cannabis dispensing collectives in California, helping to open legal facilities in Berkeley, Los Angeles, and West Hollywood. He is a leading consultant in the field of medical cannabis. Mr. Duncan helps new collective operators understand the legal nature of their organizations, lay out strategies for compliance, and overcome common pitfalls – including permitting, public relations, government relations, personnel issues, landlord negotiations, and promotions. His clients include some of the largest medical cannabis collectives in California, as well as numerous smaller patient associations.
60 Minutes called Mr. Duncan "an elder statesman in the world of medical marijuana", and he has been featured in major media coverage, including 60 Minutes, Dan Rather Reports, Retirement Living TV, the New York Times, Los Angeles Times, and others.
